UK Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Balance Books

According to a latest survey of municipal councils, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in England stated that 60% of councils are planning to sell assets to meet the escalating costs of adult and children’s social care.

Councils have in the past come under fire for selling playing fields and land to support their budgets, but they contend they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group noted that a high proportion of councils attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise restructuring services and using financial reserves to weather increasing financial challenges.”

Detailed Examples of Proposed Sales

One local authority in southeast England announced its property management strategy featured the sale of a retail complex in Rainham and a community venue in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the strategy.

Local Levy Increases and Broader Financial Pressures

The survey of councils in the key cities group, which includes several urban centers, further found that more than 70% of councils will need to raise council taxes next spring to address the rising cost of core provisions, increased rates of homelessness, and a longstanding housing shortage.

The authority said it will proceed with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures require time to deliver both improved services and financial savings,” stated Vince Maple.

He continued: “We face demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of regional authorities recently also found council budgets being strained by the increasing figures of children and older individuals requiring special educational assistance.

The County Councils Network projected that local shortfalls will hit £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Gaps

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the latest deprivation indices,” said the study.

“Although only one key city is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the most deprived fifth of England. The figures underscores the scale of difficulties facing municipal officials across key cities in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that reflects and addresses the real levels of deprivation and need,” stated a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the study revealed.
